On May 18, 2026, the Ministry of Culture and Tourism and China UnionPay officially released version 2.0 of the ‘Hello China’ APP. This upgrade focuses on facilitating inbound consumption, directly addressing the two core pain points international visitors face in China: payment and tax refunds, marking that the digital infrastructure for China’s cultural tourism services has entered a new stage of ‘seamless adaptation’ and producing structural impacts across all links of the inbound tourism industry chain.
On May 18, 2026, the Ministry of Culture and Tourism and China UnionPay upgraded the ‘Hello China’ APP, adding direct domestic payment functions for major overseas e-wallets (such as Alipay+, PayPay, GrabPay), and enabling ‘scan for instant review, funds credited in seconds’ for departure tax refunds. The platform has now connected more than 2,800 A-level scenic areas, 3,200 star-rated hotels nationwide, as well as core local reception scenarios such as the Longmen Grottoes in Luoyang and the Shaolin Temple.

Retail, cultural and creative, duty-free, and souvenir enterprises serving overseas tourists will benefit directly. As direct payment via overseas e-wallets removes payment barriers, tourists’ willingness for frequent small-value spending will increase; tax refunds credited within seconds upon departure will significantly shorten the cash recovery cycle and improve cash flow stability. The impact is reflected in potential increases in average order value, lower return rates, and reduced cross-border settlement costs.
This mainly refers to upstream suppliers that provide localized products to the cultural tourism retail end (such as raw materials for intangible cultural heritage handicrafts, regional specialty food ingredients, and customized packaging consumables). As the structure of inbound tourist flows shifts toward ‘deep-experience-oriented’ travel, their orders will increasingly trend toward smaller batches, more frequent shipments, and stronger timeliness requirements. The impact is reflected in greater difficulty in forecasting procurement plans, while also imposing higher requirements on flexible supply chain responsiveness and driving optimization of raw material inventory turnover.
This includes manufacturers of tourism equipment (smart guide hardware, multilingual audio devices), digital cultural tourism terminals (scenic area self-service kiosks, hotel PADs), and tax-refund-specific POS devices. APP 2.0 raises new requirements for system compatibility, security certification (such as PCI DSS standards for overseas wallet integration), and real-time multi-currency clearing modules. The impact is reflected in accelerated product technology iteration and phased increases in export compliance adaptation costs, but in the long run it benefits manufacturers with cross-border payment integration capabilities.
These include cross-border payment clearing service providers, multilingual SaaS service providers, tax refund agency service providers, and suppliers of smart operation middle-platforms for scenic areas. APP 2.0 moves some standardized services (such as tax refund review and wallet routing) forward to the platform layer, compressing intermediary service links. The impact is reflected in pressure on traditional single-point agency models, while enterprises capable of embedding themselves into the platform ecosystem and providing value-added data services (such as consumer behavior analysis and tax refund heat maps) gain differentiated opportunities.
Merchants already connected to the ‘Hello China’ APP need to complete SDK integration and joint debugging tests for major wallets such as Alipay+, PayPay, and GrabPay within 90 days, ensuring that the cashier end can achieve ‘one code for all payments’; merchants not yet connected should proactively link with UnionPay merchant service channels to avoid customer loss caused by payment breakpoints.
Departure scenarios such as airports, high-speed rail stations, and port duty-free shops need to simultaneously upgrade QR-code tax refund terminals, compressing the entire ‘scan—verify—credit’ process to within 15 seconds; it is recommended to jointly establish a tax refund service whitelist mechanism with the APP platform side, giving priority to ensuring service response levels for high-net-worth tourists.
The internationalization of payment and tax refund functions does not equal the internationalization of service. Scenic areas, hotels, and museums must simultaneously improve the foreign-language service capabilities of frontline staff, supplement training on the use of AI translation tools embedded in the APP, and configure multilingual illustrated operation guides at key journey points to prevent ‘technology accessibility but experience discontinuity’.
A-level scenic areas and star-rated hotels are encouraged to sign compliant data-sharing agreements (after desensitization) with the platform side to obtain anonymized consumption profiles by country/region, consumption category, and time period, for use in precision marketing and dynamic inventory allocation, thereby improving resource conversion efficiency.
The rollout of ‘Hello China’ APP 2.0 is essentially pushing national cultural tourism service standards from ‘policy advocacy’ toward ‘system enforcement’. It does not change the industry fundamentals, but it reconstructs the competitive threshold: in the future, whoever can more quickly connect the full closed loop of ‘overseas wallets—domestic consumption—departure tax refunds’ will gain real pricing power and stronger user stickiness during the window period of inbound tourism recovery. Rationally speaking, this is not an inclusive dividend, but a stress test of the digital maturity of the industry chain.

Items for continued observation: trend changes in the actual transaction share of overseas wallets, weekly fluctuation data for successful instant tax refund credits, completion rates of merchant access in third- and fourth-tier cities, and quarter-on-quarter growth in the coverage rate of wallets such as Alipay+ among merchants in China.
