The Heilongjiang Provincial Government Information Office announced at a press conference on November 5 that the 100-day winter ice and snow tourism initiative will run from November 8, 2026, to February 28, 2027. The initiative, themed “Experience the Passion of the Ice and Snow World in Heilongjiang,” plans to distribute RMB 100 million in consumer vouchers and introduce a range of ice and snow tourism products and measures to benefit the public.

The arrangements for consumer vouchers and tourism products will directly relate to visitors’ travel choices and may also affect tourism spending on attractions, accommodation, dining, and other areas. Whether the vouchers can stimulate related spending, and which areas benefit most, will also depend on their eligible uses, distribution methods, and how visitors actually use them.

Tourism operators and visitors can follow subsequent updates on who is eligible for the vouchers, their validity period, and the specific products on offer. At this stage, RMB 100 million is the planned value of the consumer vouchers to be distributed; it does not represent the final amount of tourism spending they will generate. The initiative’s impact remains to be assessed based on actual usage.
